A person who is 18 years of age or older must have a SSHBEA Amateur Card to show. This is a person who is considered to be an amateur. All rules pertaining to amateur status are in the SSHBEA Rule Book.

The following rule is in the SSHBEA Rule Book and will be enforced at all SSHBEA events, along with all other rules.
"Rule 11.4 - The name of the Trainer, not the farm or stable name, must be designated as such on the entry card."
If you have more than one trainer in your barn, a trainer can be designated as trainer for which ever horse his/her name needs to be referenced to. Only one name can be on a show entry card as a trainer. The name listed as trainer must have a PSSHTA trainer's card.

On 3-19-02 at 7:00 p.m., Travis Kelley called the SSHBEA Board of Directors meeting to order and asked Janice Higgins to call the roll. All board members were present. The minutes had been mailed and Sis Osborn made a motion to approve them. Bill Overton seconded, motion passed.
Danny Ray Davis was present to show a video that the USDA used for their training. Danny was impressed that a spotted horse was used in the video several times.
Boyd Melton has agreed to be the Chairman of the Spring and Fall shows. Ronnie Sapp made a motion to hire Boyd at $l00/night for both shows. Roger Malone seconded, motion passed.
Travis Kelley presented the new Rule Book. Angie Wassom made motion to charge $5 each for the Rule Books. Ronnie Sapp seconded, motion passed. One error had been found - on page 152, #12 should be 1/2 instead of 1/4.
Roger Malone made a motion that professional trainers cannot be D.Q.P's licensed with SSHBEA. If they already have a license they may continue for this year. Sis Osborne seconded, motion passed.
The 4-H Congress will be held in Nashville at the Ellington Ag Center on March 24 & 26. Our SSHBEA 4-H representative, David Sorrells, will be asked to go.
Travis Kelley presented a copy of the SSHBEA Code of Ethics. He asked that all read and sign this copy to be filed.
Sis Osborne made a motion that the board must approve a letter of request from anyone using the SSHBEA logo on business cards, etc. Ronnie Sapp seconded, motion passed.
Bill Overton presented the 2002 budget. After discussion, Keith Smith made the motion to approve the budget. Sis Osborne seconded, motion passed. Bill presented some Policies and Procedures for purchases. Angie Wassom made a motion to approve his policy that a purchase order must be presented for anything over $200 before a check can be written. Peggy Moore seconded, motion passed.
Peggy Moore reported that SSHBEA has participated in Horse Fairs in AL, IL, UT and AR. TN, OH, GA, and NC Horse Fairs are coming up. Will participate in PA Horse Fair in 2003.
Sis Osborne made the motion to add 2, 3 and 4 and over Amateur Trail Pleasure categories to the High Point system, Angie Wassom seconded motion passed.

At 7:05 p.m. on April 16, 2002, Travis Kelley called the SSHBEA Board of Directors meeting to order and asked Janice Higgins to call the role. Those not present, but had called the office were: John Mohon, Ronnie Sapp, Tamara Sullivan, Janie Rowland, Keith Smith, Dan Meyer and Freda Bullard. The minutes had been mailed and Sis Osborne made a motion to approve them. Roger Malone seconded, motion passed.
Ben Hill IV was present to report from the American Horse Council National Convention on April 7th in Washington, D.C. He had a briefing book covering all issues discussed at the Convention. The Horse Council was pushing three particular issues: 1) The slaughter of horses for human consumption; 2) Classifying horses as livestock and not pets; 3) How to use our horses in your tax program.
At an earlier meeting there had been discussion about the use of the SSHBEA logo on personal business cards. Our attorney Linda Hill said we could not allow this.
Travis reported that Danny Davis had asked for a raise for the D.Q.P.'s and after lengthy discussion, Roger Malone made a motion to raise them to $125 per show plus mileage and over 150 entries, they are paid $1 per horse. Ronny Summers seconded, motion passed. Roger Malone made the motion that on a day & night show starting at or before 1:00 p.m., they receive double pay. Phil Dunivan seconded. motion passed.
Peggy Moore reported that we will have participated in 12 out of state
Horse Fairs after the NC and TX Horse Fairs and the Tennessee Horse Fair. One of the out of state being Equine Affaire last week with 85,000 in attendance with 17 SSHBEA representatives there.
On the Horse of the Year program, Angie Wassom made a motion to add 8 categories. Separate the Juveniles to 11 & under and 12 to 17 in all shoeing divisions. In the Amateur category, add 2 yr. old, 3 yr. old and 4 & over in each shoeing division and add Lead Line. Roger Malone seconded, motion passed. Bill Overton asked that there be some info printed about the horses nominated to help people know who they are.

At 7:03 p.m., Travis Kelley called the May 21, 2002 SSHBEA Board of Directors meeting to order and asked Janice Higgins to call the roll. All were present except Janie Rowland who had called and Dan Meyer who did not call the office. He then asked Janice Higgins to read the minutes of the last meeting. She did so and Sis Osborne made the motion to approve them and Bill Overton seconded, motion passed.
Roger Malone made the motion to add $35 to the motion made at the last board meeting, giving the D.Q.P.'s a raise, making their pay per show $160, plus mileage and over 150 entries $1 per horse. Bill Overton seconded, motion passed.
Our logo will be published for opposition in the May 14 edition of the US Patent and Trademark publication. If no one opposes it in 30 days, the Trademark office will issue a certificate of registration about September or October.
Peggy Moore reported we have completed 12 horse fairs in 12 states with 1 coming up in June. We have been featured in 7 national publications so far this year. There are plans to do a promotional video, filming during the fall show. Dwight Cook reported the North Carolina Horse Fair was a great success.
Ronnie Sapp asked for discussion on Romel reins and changing hands on the reins in Trail Pleasure classes. The rule about not changing hands was omitted when the new rulebook was printed, so it is legal to change hands. When we print the next Rule Book we need to add the info about Romel reins to the regular Trail Pleasure rules. It is only published with the Advanced Trail Pleasure rules now.
Ronnie Sapp made a motion to pay our Spring show judges $150/night and the Fall show judges $200/night, plus round trip mileage of $.25/mile and no motel. Roger Malone seconded, motion passed.

At 7: 10 p.m. on 6-18-02, Travis Kelley called the SSHBEA Board of Directors meeting to order and asked Janice Higgins to call the roll. All were present except Tamara Sullivan and Harry Dean Hobbs who had called the office and Dan Meyer who did not call. Janice Higgins then read the minutes of the last meeting. Sis Osborne made the motion to approve the minutes as read, Dwight Cook seconded, motion passed.
Travis Kelley introduced Linda Hill, who had attended the USDA meeting as SSHBEA's representative on June 11. They are trying to put more responsibility on the HIO's to monitor themselves and work better together. SSHBEA will host the next meeting.
Janice Prince questioned, should a person be required to be a member of SSHBEA to purchase an Amateur card? After discussion, Angie Wassom made a motion for non-members to be charged $20 for an Amateur Card and $10 for members as usual, effective August 1. Peggy Moore seconded, motion passed.

COLOR REQUIREMENT CLARIFICATION FOR REGISTRATION
EFFECTIVE AUGUST 1999, the SSHBEA Board approved the following guidelines for registration. The following guidelines were published in the SSHBEA rule book, but not in their entirety. THESE ARE THE GUIDELINES IN ADDITION TO GUIDELINES PRINTED ON THE APPLICATION FOR REGISTRATION.
SSHBEA REGISTRATION REQUIREMENTS
COLOR REQUIREMENTS FOR SPOTTED SADDLE HORSES
The following proposal is submitted to clarify the color requirements for registration of a Spotted Saddle Horse. The gait requirements would not change.
All Spotted Saddle Horses must meet a minimum color requirement in order to be eligible for the Spotted Saddle Horse Breeders' & Exhibitors' Association. Spotted Saddle Horses that are predominately colored must have a definite "natural" spotted marking. A "natural" spotted marking is an area of solid white hair with some underlying unpigmented skin. When the horse has a predominately white hair coat, it must have a contrasting area of color with some underlying pigmented skin.
The contrasting area should be visible at the time the foal is born and at the time of registration. The size of that area and the location of that area is critical to registration. The amount of white on the horse draws the line between the regular and ID Stock Registries.
To be eligible for the Regular registry the foal must have at least one "natural" Spotted marking that is more than 2 inches in diameter. The contrasting spot need not be visible when the horse is standing. The spot must be located on the horse's body or legs within the unshaded area as illustrated below.

Reference Point 1 refers to the entire head area with the exception of the base of the ears and the ears themselves. The qualifying spot cannot fall in this area.
Reference Point 2 refers to the area above a level line around the leg, midway between the center of the knee and the floor of the chest. The qualifying spot should be above this line.
Reference Point 3 refers to the area above the point represented by a level line around the leg, midway between the point of the hock and the center point of the stifle. The qualifying spot should be above this line.
If the horse has only a high stocking (extending above reference point 2 or 3) or and extended face marking that goes beyond Reference Point 1, then it must also exhibit a spot of 2 inches or more or the tail must exhibit contrasting color & skin of 2 inches or more to be eligible for the regular SSHBEA registry.
