Travis called the board into executive session and asked all the visitors to leave. Travis reported he had been advised by several people to try and get the judges issue settled. Janie Rowland made a motion to change rule 23.2 to read that the director of judges and members of the committee cannot be licensed judges and suggested to appoint Bob Wright as chairman of the judges committee. Tammy Coffman seconded. After lengthy discussion Travis asked Janie to separate her motion into two motions. Janie withdrew her prior motion and restated the following motion, to change rule 23.2 to read that the director of judges and the members of the committee cannot be licensed judges. Aaron Crafton seconded, motion passed by secret ballot with 11 yes votes and 4 no votes. Janie made the motion to appoint Bob Wright as director of the judges committee. Mark Burke seconded, motion passed by secret ballot with 10 yes votes and 4 no votes. Travis had appointed a committee to rework the criteria presented by the judges committee at the November 16 meeting. The board went over the changes and Mark Cutlip made the motion to accept it as changed. Krista Smith seconded, motion passed.

Sis Osborne made the motion that we pass judgment on the judges that had attended the refresher course in Murfreesboro, went over the test and paid their fee. If we approve, then they would be sent the judges contract, that we passed last year and a test and once they sign the contract and take the test and return to the SSHBEA office and pass the test, then they will be a judge. Judy Hooker seconded, motion passed.

Travis reported that Roy Franklin (Hearing committee head) wants to set down with the judges committee, when approved, and set some penalties for offenses.

Travis had Janice Prince type up a list of the judges that had attended the clinic in Murfreesboro on a ballot with yes and no out beside their names. Bob Wright asked what % of approval did we need to pass the judges? The answer from several was a majority. Freda Bullard made the motion that the vote must be 75% of the board for the judges to be approved. Linda Bedwell seconded, motion passed. That would be 11.25 of the members present tonight. The vote on the 25 judges was by secret ballot that Janice had typed up. Eight of the 25 received 11 votes to be approved: Hubert Perry, Ronnie Sapp, Johnny Smith, Dwayne Sullivan, Billy Murray, Patrick Thomas and Roy Franklin.

The Employee Committee had met prior to the board meeting and made some changes to the employee handbook. (see attached) The majority of the changes pertained to their leave days. Another change made was concerning the bonuses for the office staff, and would have to be voted on yearly, probably at the November meeting. Aaron Crafton made the motion to approve the changes, Maude Hopkins seconded, motion passed.

Discussion next went to the Volunteer Horse Fair, March 19-21. Freda Bullard reported the Promotional Committee had suggested taking all juveniles. Robert Morgan wants to take the ’04 WGC. The deposit would be mailed and there would be more discussion on which horses would go to the Horse Fair.

Bob Wright made the motion to refund the fee to any judge applicant that wants a refund. Janie Rowland seconded, motion passed.

The discussion went to the issue of the board’s approval, last year, to have an audit. Aaron Crafton advised to wait until the end of the year to have a full audit after we have Quik Books up and running good and have the internal controls divided out among the staff. He says right now we could not pass an audit. He also doesn’t think the $4500 approved to spend on the audit will be enough. The earmarked $4500 would be left in place. Mark Cutlip made the motion to table the audit until after the Fall Show. Freda Bullard seconded, motion passed.

Tammy Coffman had put together a commercial advertising/media package for bigger advertiser in and out of this area. She made the motion asking for approval of her package, Aaron Crafton seconded, motion passed.

Kathy Baker reported that the Lite Shod Committee wants to have a Potluck/Auction and asked permission to have it at the office on February 26.

Krista Smith reported the Sport Horse Committee is having a Potluck/Auction here at the office on March 5.

Sandy Alexander reported the Youth Council is having a trail ride on April 30 and a Potluck/Auction in November.

At this time Judy Hooker submitted her written resignation to Travis and left the meeting.
