At 7:00PM, on February 9, 2006, Travis Kelley called the Special called SSHBEA Board of Directors meeting to order and asked Janice Higgins to call the roll. All were present except Dan Meyer, Aaron Crafton, Tamara Sullivan and Janie Rowland who had all notified the office of their absence.

Travis read a thank you letter from Maude Hopkins for nominating and inducting her into the Hall of Fame.

There was discussion about what the affiliation fee would be this year. The consensus was $2 / entry, but the issue could not be voted on because this is a special called meeting to discuss the judges program and committees.

Travis turned the floor over to Johnny Smith. Johnny reported that 12 people had met on January 24, and he had picked his Judges Committee from those, who had met on January 31, and Johnny asked for approval of the committee. They are Mark Burke, Robert Morgan, Sis Osborne, Michelle Bailey, Danny Ray Davis, Dwayne Cawthon, with alternates of Mack Motes, Tammy Coffman and Janice Higgins. Bob Wright seconded, motion passed. Sis Osborne made the motion to vote on the judge’s criteria and program, Kim McMahan seconded, motion passed. Under the Judges Criteria (2.B), the committee asked to add, that the Judges Chairman be able to hold a judges license but the chairman cannot show, nor any horse owned by the chairman can show at any SSHBEA show. Sis Osborne seconded, motion passed. The committee asked to change (2.K) to read ‘Each Master Judge will be required to attend one (1) clinic per year and a Regular Judge and Apprentice Judge will be required to attend two (2) clinics per year to retain their license’. Sis Osborne seconded, motion passed. The committee asked to add (2.N) ‘It will be mandatory for any judge selected to judge the SSHBEA World Grand Championship Show to attend a Pre-Show Refresher Clinic prior to Judging this event. Judges will be notified of this prior to their commitment to judge this event’. Roy Franklin seconded, motion passed. (see attached) Johnny presented an agreement (not a contract as in ‘05) for approval for Mack Motes to take to the National Horse Show Commission asking for permission to use the NHSC judges, etc. Kim McMahan seconded, motion passed. (see attached) Johnny presented the recommendations from the committee on what we would ask of the NHSC judges. We would ask them to be an SSHBEA member, take an open book test, attend clinics as required by SSHBEA Judges, only NHSC AAA license judges would be considered for the fall show, each judge would be reviewed and recommendation made by the judges committee for approval/denial for approval by the board of directors. The judges committee would establish 2 evaluation forms – one to evaluate each judge’s performance and the second one to be used by a judge when working with an apprentice judge – apprentice judges cards will be given to the presiding judge for his evaluation. (see attached) Asking the NHSC judges to be an SSHBEA member met with opposition. The committee also recommended only sending a letter to the 90+ that responded as being interested in judging the ’05 SSHBEA Championship Show. This met with opposition also, it was suggested sending the letter to all NHSC judges.

Bob Wright suggested if a judge gets his license and doesn’t get asked to judge a show during that year, that this judge not be charged a judges fee the next year.

There would be an Employee Committee meeting at 6:00PM, before the board of directors meeting on February 21.
