Minutes of March 21, 2006 SSHBEA Board of Directors Meeting
On March 21, 2006, due to the illness of President Travis Kelley, 1st Vice President Bob Wright called the meeting to order at 7:05PM and asked Janice Higgins to call the roll and all were present except Travis Kelley, Dan Meyer and Kathy Baker who had notified the office of their absence. Janice then read the minutes of the last meeting. Aaron comment to putting everyone that is 90 days or more past due on their account on a cash only basis should have been a suggestion. With that change Ronnie Sapp made the motion to approve them as read, Janie Rowland seconded, motion passed.
We had received a request from 4-H for a donation, but it seems to be different form the usual request we receive. The Youth Council sponsors were present and they were asked to check with Dr. Meadows and inform the board.
Next Bob turned the floor over to the Youth Council sponsors, Renita Haley and Cindy Haley. They passed out printouts on how the YC members can acquire their service points and the tally sheet. They could receive a leather halter w/nameplate, a $50 gift certificate or a Jacket or belt buckle for their points. They have a goal of 100 active members by the end of the year. Renita asked each of the board members to take on a project for the kids. They are planning to be in the mule day parade. There will be kids games at the "It Takes Two" event in Woodbury on April 15 and the YC will be in charge of the concession stand. They have a trail ride planned for May 20, at Cirlce E campgrounds in Franklin County and will be serving breakfast before the ride and their show will be July 8 in Woodbury. Renita reminded the board about the loose change drive that will be held at every show that they attend. They are working on how to get and keep the out of state kids involved and give them a chance to acquire points also. They also had a request for the board to approve that the Lead Line class not be judged, but that everyone be a blue ribbon winner (similar to the stick horse class). Freda reported that the Riding Academy has gone to this format for the year of 2006. Janie Rowland made the motion to try this new Lead Line format, and if the High Point does present a problem we figure out how to handle it, Johnny Smith seconded, all voted yes. The Youth Council would assist in the finances of the High Point awards if needed.
Bob then passed out a Rule Book Addendum. The question had been raised about the registration of the horses born from January 1, 1999 to January 1 2007. There was lengthy discussion about this and many opinions voiced.
Aaron Crafton was asked to present the financial report. First he reported on the appraisal of the property which was $825,000.00 for 9.37 acres. It is the opinion of the board to stay where we are and not put a price on our property. On the financial report we are still in the black, but still below where we were last year. Roy Franklin made the motion to approve the Financial Report, Judy Hooker seconded, motion passed.
Aaron asked if we could advertise the Bedford County Tractor Pull on our board out front. Freda Wassom made the motion allow this, Sis Osborne seconded, motion passed. Aaron also asked if we would want to put on a spotted show during the Bedford County Fair with no cost for the arena. Janice Higgins informed him that is the same date as the Fund Raiser show at the Calsonic.
Johnny Smith reported there was a judge’s clinic on March 4. From that clinic came a couple of questions on some rules. The rule 19.9 about allowing the change of hands in the Trail Pleasure classes needs clarifying. To clarify, add a comma after the 1st sentence and say "exhibitor may change hands on the reverse". Johnny Smith made this in a motion, Freda Bullard seconded, motion passed. The other rule that needs to be changed is 24.13 because it is contrary to the operating plan. It needs to say "A judge suspended by SSHBEA may not judge a horse show". And delete the rest of the rule. Janie Rowland made the motion to change this rule, Freda Bullard seconded, motion passed. A list of the judges that had passed their test and paid all fees was given to each board member. The list was used as a ballot for the board to vote. All judges were approved except one. As of today we have received 44 responses back from the NHSC judges, 18 are AAA and 26 are AA. Johnny Smith made the motion to approve Grant Holt a guest’s judge’s license to judge the PSSHTA show – April 15.
Bob had asked Dan Meyer to contact other state organizations and see what their comments were about the 2005 fall show judging. He had talked to representatives from Ohio, North Carolina, Arkansas, Mississippi, Virginia and Alabama and all were very pleased with the judging and thought a good job was done.
Next discussion went to the spring show class sheet. Freda reported that Janice had some calls about us adding a weanling colt class – this was denied. The AO&T Country Trail Pleasure is to be added. The model amateur handler was added at the fall show last year and the request had been made for this year also – this would be added. Freda recommended for the Lite shod and Open shod men’s and ladies classes to be combined.
Janice Prince had given us a handout of registration questions concerning cross breed horses. Johnny Smith made the motion to limit accepted registrations to Racking, Walking and the other spotted saddle horse association. All others will require a video to exhibit gait. Janie Rowland seconded, motion passed.
Ronnie Sapp asked about the trail pleasure shoe that has the caulk ¼ inch too long. The thought was that it didn’t make that much difference, but you can buy a shoe with the proper length caulk now. The issue died due to no motion being made.
Ronnie Sapp recommended to let the Country Trail Pleasure go up and show in the Trail Pleasure, simply because it’s so hard to police. Due to the local horse that comes to their local horse show and they show in every class they can enter. Janice had talked to Brenda Wright (Trail Pleasure Committee chairperson) on the way to the meeting and she had asked if she could pole her committee before it is voted on. It would be tabled until the next meeting.
Ronnie Sapp had been asked to submit a change to rule 17.10.D. The change being "A horse showing amateur owned and trained can only be trained or exhibited by the amateur owner or an immediate family member that is an amateur. A combined ownership horse cannot be shown in amateur owned and trained classes, unless the combined ownership is with immediate family". Ronnie made a motion to this effect and motion was seconded by Mark Burke, but met with enough opposition that he rescinded his motion. He was asked to reword the change and Janie Rowland made the motion to table this also. Motion seconded, and passed.
Ronnie asked for SSHBEA to sponsor the PSSHTA stake class for $300. Freda Bullard made the motion to sponsor this class, Janie Rowland seconded, motion passed.
Ronnie had a class sheet from the Kentucky spring show. They have 46 classes, 35 are spotted classes and he asked for the $2 affiliation fee be waived for the 11 any breed classes. Johnny Smith made the motion to do this, Janie Rowland seconded, motion passed.
